Air only works on High/4 setting

Water got splashed into passenger wheel well and got into blower motor I turned everything off and let it dry for a week and everything seemed fine at first but then the motor started to make noise and only worked on the 4 setting. I replaced the motor as I thought that was the main issue but even after it still only works on 4, I also bought and swapped the HVAC relay but that didn't fix anything.

Any advice?

Blower Motor Resistor is the problem, when it fails it fails to only the highest setting.
Usually start losing slower speeds till only high left. Water must have caused an issue.

I think cherry gt is correct in your case but a bad selector can also do the same thing. I had a bad switch in my car.

The resistor pack works as a voltage divider. High speed bypasses the resistor pack and gives the blower 12v. The switch selects different resistor combinations to provide lower voltages to the blower motor for low speeds. Burned out resistors result in those sites not working. But if the selector switch has burned contacts it will mimic a bad resistor pack.
