It's about 2 inches and the bottom of the passenger side rear. Can I use one of those tools from Walmart, or go in from the wheel well and push it out?

no idea what tool from walmart you are referring to but you may have to remove the liner in the wheel well and use a hammer and buck. The paint will most likely crack or fall off.

It looks like a T with some suction cups. And that's good that I can take that lining off, I was worried I would have to take the inside panel off

The paint is scratched to hell, and is peeling off the panel. It makes me wonder why you are even concerned about the dent. You'll never get the panel as straight as it should be, and it will look no better because of the paint issues.

What is the end goal you have in mind?

Make sure to take down the paint in the area you are applying bondo to so it adheres correctly. Then shape it to the contour of the vehicle, get some good primer, colour match paint and clear, spray, clear, polish. Even if you arent good at blending it will look better than the dent. Try using the flip-tape method to get soft edges.
